Brief report on Europe's system dependencies

Europe is increasingly dependent on a small number of hyperscalers, office software providers and semiconductor manufacturers.

These dependencies encourage digital monocultures, create critical single points of failure, limit opportunities for diversification and concentrate power outside Europe. At the same time, these dependencies are based on complex and fragile supply chains. This situation poses significant risks to the availability, confidentiality and integrity of data and infrastructure.

This report analyses these challenges and discusses key issues.
